In order to create the ESID, the City of Monroe passed legislation to create the district (Emergency Resolution 53-2019).  Once the district was created, the City approved a community project (Emergency Ordinance 2019-33) and then assessed the costs of the project back to the property through a Special Assessment (Emergency Ordinance 2019-34).
